Lipetsk Ring Road ( LKAD ) - a highway around the city of Lipetsk . It passes along its administrative border, as well as through the territory of the Gryazinsky and Lipetsk regions of the Lipetsk region . It is part of the motorway P119 Orel - Lipetsk - Tambov .
The total length is about 90 km (after final commissioning).
The highway gives access to the federal highways M4 Don ( Moscow - Novorossiysk ) and M6 Caspian (Moscow - Astrakhan ).
Content
History
Construction of the road began back in the 1960s : a road was laid to Peskovatka . The first phase of the ring road itself was commissioned in 1974 , the last in 2009 .

Later, during the construction of the P119 highway, the road to Peskovatka became part of the northwestern bypass of the city. Subsequently, the Lipetsk bypass was extended to the Voronezh highway , and even later they built a bridge and brought the highway to the Usman highway , thus laying the foundation for the construction of the ring road.
In recent years, the route was expanded, overpasses and two-level interchanges with main highways were built, and in 2005 , after making a decision to close the road around Lipetsk into the ring, we started developing the project.
Currently, three quarters of the ring have already been built, and there is a site on the eastern side of the city with a length of about 12 km.
Existing Ring Part
The first section of the road passes on the territory of the Right-Bank District of Lipetsk, sometimes coinciding with the administrative border of the city. The site starts from the northern district of Sselka , includes a bridge over the Voronezh River and reaches the overpass in the area of Mine No. 10 . On this section, the road is already a four-lane with a dividing strip between oncoming streams, but officially so far it is not considered a motorway . There are 4 two-level interchanges on the same site: the first - with Bauman Street (direction to Chaplygin ), the second and third - of local urban significance in the area of the cement plant, the fourth interchange with Lebedyansky highway (direction to the airport , Lebedyan and Dankov ).
Then the road follows a two-lane, crosses the railway line Lipetsk - Elets (in the region of Venus ) along the overpass and, further, crosses another two-level interchange with the Eletskoye Highway .
Then it goes around Lipetsk from the south side, where it intersects with the Voronezh highway on the same level. Further, the road follows the bridge over the Voronezh River and goes along the administrative border of the city through the forest park of the Tractor District in the Oktyabrsky District to a single-level junction with the Usman highway (direction to Usman ).
The speed limit for the existing section of the ring is 90 km / h (with the exception of the gap between the north bridge and the Rosneft gas station near the cement plant, where the limit is 60 km / h due to passage within the city).
Reconstruction is ongoing; overpasses are being renovated, the route has been expanded to four lanes, lighting has been installed and other road infrastructure has been created.
East Bypass Project
In connection with the opening of the SEZ “Lipetsk” , all the forces were thrown to the remaining part of the ring.
The project was developed as soon as possible (taking into account the expected load from the SEZ) and approved by the Ministry of Economic Development of the Russian Federation . For the construction of this section of the road provides 7.9 billion rubles. The work was supposed to begin in 2008 , for this year it was planned to develop the first 500 million rubles, the preparation and liberation of the territory was carried out, since there are private housing and summer cottages in the places where the route passes.

This section will be a highway with an estimated speed of 120 km / h. 1129 meters long overpass will be built over the territory of the Lipetsk Special Economic Zone and the Lipetsk- Gryazi highway, passing further into a bridge crossing 369 meters long across the Matyru River east of the villages of Kazinka and Yarlukovo . In addition, the overpass and bridge crossing promise to be beautiful from an architectural point of view. The new project of the road “Eastern Bypass of the Industrial Zone of Lipetsk” assumes that the road will pass through a forest located next to one of the most polluted cities of Russia-Lipetsk in the reserve. By order of the Government of the Russian Federation N 1609-r dated November 5, 2008, on the proposal of the Ministry of Agriculture of the Land, 107 hectares of the forest fund were transferred from forest land to industrial land. Over 10 public organizations opposed, turning to the governor with a proposal to change the route of the road outside the reserve. The response of the regional environmental department is that the damage from construction will be permissible, and that the environmental impact assessment of TU Rosprirodnadzor from 2006 and the state architectural and construction from 2007 have positive conclusions. On February 24, 2009, at an open meeting of the Ecologist club, with an invitation from representatives of environmental services and the administration of the region and the city of Lipetsk, public organizations and residents of the city, a resolution was adopted requiring the adjustment of the project and preservation of the forest (104 ha of forest over 60,000 trees) from deforestation. Twenty-six kilometers are of strategic importance. This route not only optimizes the delivery of goods to the zone and the shipment of enterprises' products, but also allows the final transit of transport flows outside the regional center.
In 2009, section 1 “A” of the 13-kilometer highway was commissioned, which began at the village of Pervomaisky in the LTZ area and the fork of the Lipetsk – Usman highway. In 2011, work began on the construction of the most difficult stretch of track: “LTZ - Lipetsk-Gryazi highway, or, according to the design, section 1“ B ”of the first stage of the launch complex. The first phase of the road was commissioned in 2014. After that, builders should begin the construction of the second stage with a length of about 11.7 kilometers.
In general, after the completion of construction and reconstruction, the Lipetsk Ring Road will allow the organization of new and significantly improved existing routes for vehicles.
