History and Celebration
"Diplomatic Worker Day" was established on October 31, 2002 by Decree No. 1279 of the President of the Russian Federation , Vladimir Vladimirovich Putin , which prescribed: " Set the day of the diplomatic worker and celebrate it on February 10 ". [1] .
The date, February 10, for this holiday was not chosen by the president of Russia by chance and is connected with the history of the first foreign policy department of Russia - the Ambassadorial order . This day of 1549 is the earliest mention of him, and his first leader was clerk Ivan Mikhailovich Viskovatov (Whiskey), whom the Tsar of Russia Ivan the Terrible was " ordered an embassy business ." However, the Whiskey paid little attention to the embassy business and soon Andrei Vasiliev began to deal with the Embassy order [2] .
In 1718 - 1720 The embassy order was transformed into the College of Foreign Affairs [3] . In 1802, Emperor Alexander I formed the Ministry of Foreign Affairs, the forerunner of the modern Russian Foreign Ministry . At the same time, the College of Foreign Affairs did not cease to exist, but gradually all its most important functions were transferred to the Ministry of Foreign Affairs. The College was finally abolished in 1832 .
In 2009, on the eve of the Day of the Diplomatic Worker, Russian Prime Minister Vladimir Putin sent a congratulation to the Employees and Veterans of the Ministry of Foreign Affairs of the Russian Federation, in which, in particular, the role of diplomats in modern Russian realities was assessed:
